That goal is what GOAT is all about https://www.ridegoat.com/ There are hundreds of smaller, dense areas that are not "urban" that have a need for micromobility solutions. Goat fleets can provide equitable transportation to more locations.

The Mackinac Economic Alliance (St. Ignace) has launched a Strategic Plan that is focused upon Transportation & Logistics, primarily Marine. (John Norquist made terrific points.) One of our projects includes transitioning our large fleet of Passenger Ferries (serving Mackinac Island & other locations) to electric propulsion systems, along with implementing renewable electric generation. We are proposing an ARP funded Innovation Center focused upon such transformation. Would like to hear some feedback from our speakers.
